John Gioia

John Gioia was the Chairman, Board of Directors and CEO of Robbins-Gioia, Inc. (RGI), a company he founded in 1980. During his tenure as CEO he established the company as the first of its kind to perform program management outsourcing for customers. His vision, enthusiastically endorsed by his employees, was to strive with all vigor to “Make Our Customers Successful”. During the company’s gestation period he led the development of structure, tools, processes and training to make the vision a reality. The company has grown to a $100 million dollar company solely through internal growth. 85% of its customers are repeat customers and the company has an enviable customer base where 98% would hire the company again. The media has described the company as a high-tech efficiency firm. Under Mr. Gioia’s leadership, the firm implemented major complex systems for customers on time, on budget, and at the lowest possible risk. He sold the company to IIR Ltd. in August 2004.

Before founding Robbins-Gioia, Inc., Mr. Gioia served as deputy director of Automated Data Processing Policy and Acquisition for Headquarters, U.S. Air Force. Prior to that position, Mr. Gioia was program manager for the Air Force’s Phase IV program, the first U.S. government billion-dollar information technology program. In that capacity, he introduced and established innovative and effective management processes in the development of systems for the federal government. Mr. Gioia devised the organizational structure, acquisition strategy, control processes, and test scenarios for the program. In previous efforts, Mr. Gioia successfully exploited IT to build many successful process improvement systems. Before that, Mr. Gioia was a command and instructor pilot in the U.S. Air Force, with more than 6,000 flying hours.

Mr. Gioia holds a graduate degree in mathematics from the University of Pittsburgh and is a graduate of the Industrial College of the Armed Forces and the Defense Systems Management College. He retired as a colonel from the Air Force after 25 years of service. He has received numerous awards from industry and government. In 1997, he had the singular honor of receiving the Eagle Award in industry for the Federal 100 Awards.

Mr. Gioia’s is a trustee of Marymount University and chairs the university’s School of Business Advisory Board. He is a member of the executive committee of AFCEA; and vice chairman of the Board of Directors, USO of Metropolitan Washington and chairs its dinner committee as well as a member of the board of USO World. He has previously served as Chairman of the Inter-Agency Committee for ADP; Chairman of the Joint Policy Committee for the Federal Computer Performance Evaluation/Simulation Center; associate member of the Science Board of Telecommunications and ADP, National Academy of Sciences; President of the Washington chapter of AFCEA; member of the Governor’s Commission on Information Technology: and member of the Business Committee for NIAF. He is also deeply involved in many charitable endeavors to include the Make a Wish Foundation; Toys for Tots, Fisher House, A-T Cure Foundation, Baltimore Aquarium plus many others.

Mr. Gioia married his wife Patricia more than forty years ago. They have one married son Eric and three grandchildren, Parker 7, Luke 4 and John Austin 2 months.
